Who sets the mortgage parameters, limits, and how?

Loan Officers set the parameters for each QuickQual from within their dashboard.

The Loan Officer sets the parameters for things like Maximum Qualified PITI and Borrower's Available Cash. 

The borrower will not be able to exceed the parameters, for if they do, they will not be able to publish a pre-qualification letter and will also receive a notification of why.
